Best ISP Proxies: 7 Static Residential Providers Compared
ยท Updated October 24, 2026
Part of our Proxy Providers guide
ISP proxies give you a fixed IP address that websites see as a home internet connection, with the speed of a server. That is why they cost more than datacenter IPs. It is also why buyers get them wrong so often.
A cheap ISP plan with a poor network reputation can fail as badly as a datacenter IP. A good one keeps the same clean identity for months.
Our top three picks are below:
- Decodo for balanced shared and dedicated ISP plans.
- Webshare for the cheapest way to start.
- Bright Data for enterprise teams, whose ISP network does not require its new identity check.
Oxylabs suits large steady projects, and IPRoyal offers flexible rental periods. Rayobyte is cheap per IP at volume, and Proxy-Cheap covers budget IPv4. We left NetNut out after a July 2026 law enforcement action, explained below.
Prices were checked in mid-October 2026 and are written as "about" because reviews often disagree.
What Are ISP Proxies?
An ISP proxy is an IP address registered to a consumer internet provider but hosted on a server in a data center. It is often sold as a static residential proxy.
Websites that check who owns an IP see a home broadband company, not a hosting firm. So the traffic looks residential. Because the IP lives on server hardware, it stays online, responds quickly and does not change unless you ask.
That makes ISP proxies the middle ground between the two main proxy types. They are faster and more stable than rotating residential proxies, and more trusted than datacenter proxies.
Common legitimate uses include:
- Monitoring public prices from a fixed location.
- Verifying ads over days or weeks.
- Allow-listing a stable address in your own tools.
- Keeping a consistent identity for business accounts you own, within each platform's rules.
For a refresher on the main types, see our guide to residential vs datacenter proxies.

What Makes a Great ISP Proxy Provider?
A great ISP proxy provider sells clean IPs from reputable internet providers, explains how it gets them and prices plans clearly.
Price per IP is the number everyone compares. But experienced buyers say the network behind the IP, known as the ASN, and the IP's history matter more.
An IP from a well-known consumer provider with a clean record will outperform a cheaper IP from an obscure network.
We weighed five things:
- IP sourcing and network reputation.
- Price per IP at realistic order sizes.
- Shared versus dedicated options.
- Traffic limits and rental terms.
- Location coverage.
Best Overall ISP Proxies
1. Decodo: Best balanced ISP proxies
Decodo, formerly Smartproxy, offers both shared and dedicated ISP plans with simple self-serve checkout.
What it does well. Decodo gives you a choice most providers do not. Shared ISP IPs are cheap and can be bought per IP or by traffic. Dedicated ISP IPs are yours alone and come with unlimited traffic.
Decodo's own 2026 roundup cites Proxyway's ISP testing as ranking it first, so treat that as a vendor claim. Independent reviews also place it near the top for price and performance.
Key features:
- Shared ISP IPs billed per IP or per GB
- Dedicated ISP IPs with unlimited traffic
- Same dashboard as its residential, datacenter and mobile proxies
- 14-day money-back window on eligible purchases
Pricing. A September 2026 pricing check listed shared ISP proxies at about $4.70 for 10 IPs or $3 for 1 GB. Dedicated ISP was about $9.99 for three IPs, roughly $3.33 each. Some reviews quote even lower static residential rates, which may refer to other tiers.
Best for: Small and mid-sized teams that want to start shared and move to dedicated IPs later.
Limitations. Shared IPs are used by other customers, so their reputation is partly out of your hands. Confirm the renewal price and the plan you are buying, because reviews disagree on the exact tiers.
2. Webshare: Best cheap way to start
Webshare offers the lowest entry price we found for static residential proxies.
What it does well. Webshare lets you build a plan by choosing how many proxies you want and where. The price updates as you adjust.
Its static residential plan starts small. That makes it a low-risk way to learn whether ISP proxies solve your problem before you pay for a premium provider. The same account covers free datacenter proxies and rotating residential traffic.
Key features:
- Static residential plans from 20 proxies
- Custom plans by proxy count and location
- Free datacenter plan for testing setups
- Proxy list downloads and an API
Pricing. Static residential proxies start at about $6 a month for 20 proxies, roughly $0.30 per IP. Rotating residential starts around $3.50 for 1 GB.
Best for: Beginners and small projects that want to test ISP proxies cheaply.
Limitations. At this price, expect fewer premium features and less hands-on support than enterprise providers. Check location coverage for the countries you need.
Best ISP Proxies for Larger Teams
3. Bright Data: Best for enterprise teams that want to skip KYC
Bright Data runs one of the largest ISP networks. It is open without the identity check its residential network now requires.
What it does well. Since July 7, 2026, Bright Data requires a human-reviewed identity check for new residential zones. Its documentation says ISP proxies remain available without that check. That makes them the fastest way into Bright Data's network for many teams.
Shared and dedicated ISP plans are available, and you can pay per IP or by bandwidth.
Key features:
- Shared and dedicated ISP IPs
- Per-IP or per-GB billing
- No KYC required for ISP proxies
- Web Unlocker and scraper APIs in the same account
Pricing. An August 2026 pricing check listed ISP plans from about $18 a month for 10 shared IPs and about $35 a month for 10 dedicated IPs. "Unlimited" plans carry a fair-use limit of about 100 GB per IP each month. Other guides quote rates from about $1.30 per IP or per GB, so confirm the billing unit.
Best for: Enterprise teams that want a large ISP network without residential onboarding.
Limitations. Bright Data's pricing is complex, and the numbers vary between sources. Expect to talk to sales for larger orders.
4. Oxylabs: Best for large, steady projects
Oxylabs is a premium provider with mature infrastructure and account support.
What it does well. Oxylabs suits companies that need a stable pool of ISP IPs for months at a time. They also get strong documentation and support. The same account covers residential, mobile and datacenter proxies and scraper APIs, so a team can match each job to the right tool.
Key features:
- ISP proxies billed per IP
- Residential, mobile and datacenter proxies in one account
- Scraper APIs for managed collection
- Dedicated support on larger plans
Pricing. Several 2026 sources, including TechRadar, list ISP proxies from about $1.60 per IP, with a 10-IP plan around $16 a month. One review quotes a much lower figure, so check the live page.
Best for: Larger teams that value support and reliability over the lowest price.
Limitations. Oxylabs has been reshuffling its product pages in 2026. The plan you see may differ from what reviews describe. Smaller buyers can find cheaper options.
Best Dedicated and Budget ISP Proxies
5. IPRoyal: Best for flexible rental periods
IPRoyal rents ISP proxies by the day or by the month, which few rivals offer.
What it does well. IPRoyal's ISP proxies suit short projects as well as long ones. Reviews describe rentals from 24 hours up to 90 days, with the monthly price falling on longer terms. That helps when you need a fixed IP for a short campaign check without a monthly commitment.
Key features:
- Dedicated ISP proxies
- Rental periods from 24 hours to 90 days
- Residential, datacenter and mobile proxies in the same account
- Volume discounts on larger orders
Pricing. IPRoyal lists ISP proxies from about $2.40 per proxy a month on a 90-day plan, $2.70 for 30 days and $1.80 for a 24-hour rental. Its product page says each IP has unlimited traffic.
Best for: Short campaigns and buyers who want a dedicated IP without a long contract.
Limitations. IPRoyal's famous non-expiring traffic applies to residential proxies, not ISP subscriptions. Listed prices are starting rates, so check the live price for your location and rental period.
6. Rayobyte: Best low per-IP price at volume
Rayobyte, formerly Blazing SEO, is a US-based provider with a long history in static proxies.
What it does well. Rayobyte prices ISP proxies per IP, with discounts as quantity grows and for multi-month commitments. That fits teams that need dozens or hundreds of stable IPs for ongoing work. Examples include monitoring their own sites or public prices.
Key features:
- Per-IP ISP pricing that falls with quantity
- Multi-month discounts on longer terms
- Datacenter, residential and mobile proxies too
- Custom pricing for large orders
Pricing. Rayobyte's pricing page lists static ISP proxies at about $5 per IP a month for 5 to 99 IPs, falling to about $4.60 at 1,000 or more. Enterprise rates start from about $0.95 per IP through sales. Rotating ISP traffic is sold pay-as-you-go from about $3.75 per GB down to $2.50.
Best for: Teams buying many ISP IPs for long-running jobs.
Limitations. Self-serve plans have a 5-IP minimum. The lowest per-IP rates need an enterprise commitment through sales.
7. Proxy-Cheap: Best for budget IPv4 static residential
Proxy-Cheap sells static residential IPv4 proxies at a low monthly price per IP.
What it does well. Proxy-Cheap keeps things simple. You pick a location and a number of static residential IPs and pay a flat monthly price for each. Low-cost trials on some static products let you test an IP on your targets before you buy in bulk.
Key features:
- Static residential IPv4 proxies
- Low-cost trials on some static products
- Datacenter IPv4 and IPv6 options
- Rotating residential and mobile proxies
Pricing. Static residential IPv4 is about $2.71 per IP a month, or about $2.44 on a current promotion. A 7-day trial costs about $1.99.
Best for: Budget buyers who need a handful of static residential IPs.
Limitations. Expect fewer advanced features than premium providers. Check refund terms before you buy.
How Should You Choose an ISP Proxy Provider?
Start by deciding whether you need shared or dedicated IPs. Shared IPs are cheaper and fine for testing and light monitoring. Dedicated IPs cost more, but nobody else can damage their reputation, which matters for long-running work and your own accounts.
Next, check the network behind the IP. Ask which internet providers the IPs are registered to. Run a sample IP through a reputation checker before you buy more.
A clean IP from a well-known consumer provider will usually outperform a cheaper one from an obscure network.
Then read the traffic terms. Many "unlimited" ISP plans carry fair-use limits of about 100 GB per IP a month. Some providers bill by traffic instead of by IP.
If you need a new IP on every request, ISP proxies are the wrong tool. See our guide to the best rotating proxies instead. For the full shortlist across every proxy type, read our proxy provider comparison.

How We Evaluated These ISP Proxies
We built this list from provider pricing pages and documentation, checked in mid-October 2026. We added independent reviews from TechRadar and Proxyway and 2026 pricing breakdowns from third-party guides.
Several of those guides are written by competing proxy companies. Where sources disagreed, we say so and quote a range.
We did not run our own speed or success-rate benchmarks. Use a trial on your own targets before buying in bulk, and confirm live prices before you pay.
Why does proxy sourcing matter in 2026?
Sourcing became a front-page issue in 2026. In January, Google acted against a proxy network it calls IPIDEA. On July 2, 2026, Google and the FBI moved against NetNut, which Google said ran on at least 2 million hijacked consumer devices.
Authorities seized NetNut's domains, including a company reportedly used to obtain static residential IPs through ISP contracts. NetNut's parent company, Alarum, disputes the allegations, which have not been tested in court. We excluded NetNut from this list while that plays out.
Before you buy, ask any provider how it sources its IPs.
Are ISP proxies worth the extra cost?
ISP proxies are worth it when you need a fixed IP that sites treat like a home connection. Examples include long-running monitoring, ad checks or a stable address for your own business accounts.
If you only need a fresh IP for each request, rotating residential traffic is usually cheaper. If target sites accept server IPs, datacenter proxies cost far less.
The Bottom Line
Decodo is the best ISP proxy choice for most buyers, with cheap shared plans and dedicated IPs that include unlimited traffic.
Webshare is the cheapest way to start at about $6 for 20 proxies. Bright Data suits enterprise teams that want a large ISP network without residential onboarding.
Oxylabs serves large steady projects, and IPRoyal offers flexible rentals. Rayobyte is cheap per IP at volume, and Proxy-Cheap covers budget IPv4.
Next steps: Buy the smallest plan from two providers and check each IP's reputation. Test it on your real targets for a week before scaling. If static IPs turn out to be overkill, compare our best residential proxies for rotating options.

Frequently Asked Questions
What is the difference between ISP and residential proxies?
Both use IP addresses registered to consumer internet providers. Residential proxies route through real home devices and usually rotate, so they are slower and less stable. ISP proxies sit on servers, so they stay fixed, run faster and stay online, while still looking residential.
Are ISP proxies the same as static residential proxies?
Yes, in most cases. Providers use both names for a fixed IP registered to a consumer internet provider and hosted on server hardware. Check each provider's product page, because a few use "static residential" for slightly different setups.
How much do ISP proxies cost?
In our October 2026 check, ISP proxies ranged from about $0.30 per IP at Webshare to about $3.33 per dedicated IP at Decodo. Most providers sat between $1 and $2.50 per IP a month. Shared IPs cost less than dedicated ones, and some plans bill by traffic instead.
Do ISP proxies have unlimited bandwidth?
Some plans say unlimited, but many carry a fair-use limit of about 100 GB per IP each month. That comes from 2026 pricing breakdowns for Bright Data and IPRoyal. Decodo's dedicated ISP plans include unlimited traffic. Always read the traffic terms before you compare prices.
Are ISP proxies legal?
Yes, ISP proxies are legal to use in most countries. What you do with them must still follow the law, the website's terms and privacy rules like the GDPR and CCPA. Choose providers that explain how they source their IPs, and avoid any that cannot.
